A Policy Hub for Legislative Champions of HBCUs
Historically Black Colleges and Universities (HBCUs) have long served as engines of opportunity, innovation, and leadership for Black communities across the nation. Yet, in far too many states, they continue to face inequities in funding, infrastructure, and support.
The Black Legislative Leaders Network (BLLN) is proud to launch the HBCU Caucus Network — a centralized hub designed to equip and empower Black state legislative leaders to champion HBCUs through policy, partnerships, and coalition-building.
Our Mission
The HBCU Caucus Network exists to:
- Provide Black legislative leaders with tools to establish and strengthen state-level HBCU caucuses;
- Share model legislation, funding strategies, and policy briefs that advance equity and sustainability for HBCUs;
- Promote collaboration between state legislative leaders, HBCU alumni lawmakers, HBCU presidents, students, advocacy organizations, and federal partners;
- Ensure HBCUs remain a top legislative priority in statehouses across the country.
