Building on Utah Valley University’s Constitutional Federalism Initiative, the summit will bring legislators, scholars, and policy leaders together to examine constitutional responsibilities, protect civil rights, strengthen accountable government, and advance collaboration across states. Through practical discussions and shared learning, participants will explore how to balance state leadership with national commitments to opportunity and equal protection.
