The Black Legislative Leaders Network (BLLN) is proud to convene the HBCU Caucus Summit, a national, bipartisan gathering of state legislative leaders and Historically Black Colleges and Universities (HBCUs) focused on strengthening state-level policy, investment, and partnerships that support HBCUs across the country.

This inaugural Summit will take place March 26–28, 2026, in Atlanta, Georgia, and will serve as a launchpad for the creation and expansion of State HBCU Caucuses—formal legislative bodies committed to advancing HBCUs as engines of workforce development, innovation, and economic opportunity.

What Is the HBCU Caucus Summit?

The BLLN HBCU Caucus Summit is a policy-driven, solutions-oriented convening designed to:

  • Bring together bipartisan state legislators and HBCU presidents and senior leadership
  • Facilitate the creation of HBCU Caucuses in at least 10 states
  • Align state policy, philanthropy, and private-sector investment with the needs of HBCUs
  • Elevate HBCUs as essential partners in workforce development, economic growth, and community advancement

Participants will engage in high-level discussions, working sessions, and strategic planning designed to move beyond conversation and toward measurable policy outcomes at the state level.

A Unique National Moment

The Summit will coincide with the Student Freedom Initiative’s HBCU Aware Fest on March 26, a nationally recognized cultural and educational convening that draws students, alumni, artists, philanthropists, and institutional leaders from across the country.

By aligning policy leadership with this moment of national attention, the HBCU Caucus Summit will create a powerful intersection of culture, policy, higher education, and economic equity—positioning state legislators and HBCU leaders at the center of a broader national conversation about the future of HBCUs.
